Thomas Maxwell Treasurer, Southern Methodist University

Thomas Maxwell is the Principal of MAXimum Compliance, LLC.  After working in the compliance community since 1999, Thomas began MAXimum Compliance, a full service campaign finance consulting firm, in 2004.  MAXimum Compliance’s clients include members of and candidates for the U.S. House of Representatives and Senate, political action committees, joint fundraising committees, independent expenditure committees, State party committees, and National Party Convention Committees.

MAXimum Compliance’s services include, but are not limited to, serving as Treasurer for committees registered with the Federal Election Commission (FEC); preparing and filing all required campaign finance reports with the FEC; communicating with the FEC and responding to requests for additional information; designing and implementing procedures and policies to help its clients comply with the rules and regulations of the FEC; and managing daily accounting activities.

MAXimum Compliance also provides financial services for small businesses and non-profit organizations.  Services include maintaining general ledger and bank account reconciliation; managing invoices, receivables, and payables; and preparing financial reports and client 990 tax returns.

Since June 2014, Thomas serves as the Treasurer of the Freedom Partners Action Fund, an independent expenditure committee.  The Super PAC spent over $20 million on political expenditures during the 2014 election cycle.

From June 2011 to October 2014, Thomas was the Director of Financial Services and Administration to the Committee on Arrangements for the 2012 Republican National Convention.  His duties included: managing financial services personnel, administrative staff, and volunteers; preparing budget and financial projections for the Chairman and Chief Executive Officer; reviewing and approving contracts in consultation with convention Counsel; administering human resource benefits, policies and procedures, housing, transportation, and travel; and overseeing the FEC-mandated audit.

In addition to his consulting business, Thomas worked on campaign finance issues in a variety of roles.  He served as the FEC Director and before that, the Finance Budget Director, at the National Republican Senatorial Committee from 2002 to 2006.  Thomas was a reports analyst at the FEC from 2000 to 2002, and a compliance analyst at Automated Compliance Services, a political financial accounting firm, from 1999 to 2000.

Thomas was born and raised in Bridgeport, Connecticut.  He graduated from Southern Methodist University in 1998 with a Bachelor of Arts in history.  He currently resides with his wife, Kathryn, and two children, Thomas and Parker, in Washington, DC.
